The AP has called LA-02 for Anh Cao.

LA-02 and LA-04 had their general elections today—the whole calendar got pushed back by Hurricane Gustav back in September. The incumbent in LA-02 was Democratic Rep. William “$90,000 in the Freezer” Jefferson.
This district has a D+28 Cook PVI. That means that in 2004, it voted 28 percentage points more democratic than the rest of of the country. It looks like Rep. Jefferson will lose by about 10, so I guess that means that he is about 38 points more odious than the average Democrat.
Hopefully this will open up a chance for a respectable Democrat to get in there in 2010. Representative-elect Cao will face a tough re-election battle. And in this case, “‘tough’ is an understatement” is an understatement.
Other notes on how insane this is:
* There is not even a corresponding district that leans this far to the right.
* No Republican has held this seat since 1891. Since Louisiana was admitted to the union, this seat has been held by the Republican party and the Whig party for approximately eight years each.
* In 2006, Jefferson won a run-off by two points…. against another Democrat. In the first election round, the Republicans garnered 13% of the vote.
